In 1897 physicists took the first e/m measurements at electrons, the consequence was a revival of the atomistic ideas in physics. The researches in geophysics also contributed to the construction of the modern physics. Four examples are dealt with this essay. 1) In 1899 J. J. Thomson was able to carry out the first direct determination of elementary electric charge with the help of the conformity with the natural laws at the formation of fog, found by C. T. R. Wilson. (...) 2) The cloud-chamber, called after C. T. R. Wilson, was the result of various constructions of for- or cloud-chambers, in it there were shown for the first time the tracks of α- and β-particles. 3) At the exploration of the photoelectric effect of the sunlight (especially of the ultraviolet share) Elster and Geitel made essential preliminary studies for the lightquanta-hypothesis of Einstein. 4) Elster and Geitel detected radioactive substances in the atmosphere and in the soil to be the main source of the atmospheric electricity. This study aims to state the relation between the nature of municipal elections and the degree of urbanisation of the municipalities.In Belgium the municipal elections show a very great diversity in their electoral figures. Five categories of electoral figures are frequent : elections without competition,totally local electoral figure, predominantly local electoral figure, mixed electoral figure, predominantly national electoral figure.The two existing operationalizations of urbanisation in Belgium are used for the urbanisation degree of the municipalities : that of W. Van Waelvelde (...) and H. Van der Haegen as well as that of I. De Lanoo,U. Claeys and M. Sansen. The frequency of the different types of electoral figures at the municipal elections, seen in the categories of urbanisation according to both above mentioned operationalizations, indicates a positive relation between growing urbanisation and the shifting from local to predominantly national electoral figures. This does not mean that the predominantly national electoral figure can be found exclusively in the highest category of urbanisation, nor that the exclusively local electoral figure and the elections without competition can only happen in rural regions. But it is a fact that the gravity-centre of the rather national electoral figures lies in urbanised municipalities and towns, whereas the gravity- centre of local electoral figures lies in rural municipalities. Masked priming experiments occasionally revealed surprising effects: Participants responded slower for congruent compared to incongruent primes. This negative congruency effect was ascribed to inhibition of prime-induced activation [Eimer, M., & Schlaghecken, F. . Response faciliation and inhibition in subliminal priming. Biological Psychology, 64, 7–26.] that sets in if the prime activation is sufficiently strong. The current study tests this assumption by implementing manipulations designed to vary the amount of prime-induced activation in three experiments. In Experiments 1 and 3, NCEs were (...) observed despite reduced prime-induced activation. Experiment 2 revealed no NCE with at least similar prime strength. Thus, the amount of prime activation did not predict whether or not NCEs occurred. Reference is a central topic in philosophy of language, and has been the main focus of discussion about how language relates to the world. R. M. Sainsbury sets out a new approach to the concept, which promises to bring to an end some long-standing debates in semantic theory.There is a single category of referring expressions, all of which deserve essentially the same kind of semantic treatment. Included in this category are both singular and plural referring expressions, complex and non-complex referring (...) expressions, and empty and non-empty referring expressions. Referring expressions are to be described semantically by a reference condition, rather than by being associated with a referent. In arguing for these theses, Sainsbury's book promises to end the fruitless oscillation between Millian and descriptivist views. Millian views insist that every name has a referent, and find it hard to give a good account of names which appear not to have referents, or at least are not known to do so, like ones introduced through error, ones where it is disputed whether they have a bearer and ones used in fiction. Descriptivist theories require that each name be associated with some body of information. These theories fly in the face of the fact names are useful precisely because there is often no overlap of information among speakers and hearers. The alternative position for which the book argues is firmly non-descriptivist, though it also does not require a referent. A much broader view can be taken of which expressions are referring expressions: not just names and pronouns used demonstratively, but also some complex expressions and some anaphoric uses of pronouns.Sainsbury's approach brings reference into line with truth: no one would think that a semantic theory should associate a sentence with a truth value, but it is commonly held that a semantic theory should associate a sentence with a truth condition, a condition which an arbitrary state of the world would have to satisfy in order to make the sentence true. The right analogy is that a semantic theory should associate a referring expression with a reference condition, a condition which an arbitrary object would have to satisfy in order to be the expression's referent.Lucid and accessible, and written with a minimum of technicality, Sainsbury's book also includes a useful historical survey. Recently two distinct forms of rule-utilitarianism have been introduced that differ on how to measure the consequences of rules. Brad Hooker advocates fixed-rate rule-utilitarianism, while Michael Ridge advocates variable-rate rule-utilitarianism. I argue that both of these are inferior to a new proposal, optimum-rate rule-utilitarianism. According to optimum-rate rule-utilitarianism, an ideal code is the code whose optimum acceptance level is no lower than that of any alternative code. I then argue that all three forms of rule-utilitarianism fall prey to two fatal (...) problems that leave us without any viable form of rule-utilitarianism. (shrink)

In “Imposing Risks,” Judith Thomson gives a case in which, by turning on her stove, she accidentally causes her neighbor’s death. She claims that both the following are true: (1) she ought not to have caused her neighbor’s death; (2) it was permissible for her to turn her stove on. In this paper it is argued that it cannot be that both (1) and (2) are true, that (2) is true, and that therefore (1) is false. Open peer commentary on the article “The Autopoiesis of Social Systems and its Criticisms” by Hugo Cadenas & Marcelo Arnold. Upshot: I reaffirm and extend the notion of social autopoiesis away from mere labels and descriptions to acting physical components of social systems and societies, ranging from subcellular to biological and human. All self-producing biological organisms are essentially societies of interacting components and therefore notions of autopoiesis and social systems are fundamentally, if not definitionally, interrelated. IntroductionBisphenol A is highly debated and studied in relation to a variety of health outcomes. This large variation in the literature makes BPA a topic that is prone to selective use of literature, in order to underpin one’s own findings and opinion. Over time, selective use of literature, by means of citations, can lead to a skewed knowledge development and a biased scientific consensus. In this study, we assess which factors drive citation and whether this results in the overrepresentation of (...) harmful health effects of BPA.MethodsA citation network analysis was performed to test various determinants of citation. A systematic search identified all relevant publications on the human health effect of BPA. Data were extracted on potential determinants of selective citation, such as study outcome, study design, sample size, journal impact factor, authority of the author, self-citation, and funding source. We applied random effect logistic regression to assess whether these determinants influence the likelihood of citation.ResultsOne hundred sixty-nine publications on BPA were identified, with 12,432 potential citation pathways of which 808 citations occurred. The network consisted of 63 cross-sectional studies, 34 cohort studies, 29 case-control studies, 35 narrative reviews, and 8 systematic reviews. Positive studies have a 1.5 times greater chance of being cited compared to negative studies. Additionally, the authority of the author and self-citation are consistently found to be positively associated with the likelihood of being cited. Overall, the network seems to be highly influenced by two highly cited publications, whereas 60 out of 169 publications received no citations.ConclusionIn the literature on BPA, citation is mostly driven by positive study outcome and author-related factors, such as high authority within the network. Interpreting the impact of these factors and the big influence of a few highly cited publications, it can be questioned to which extent the knowledge development in human literature on BPA is actually evidence-based. Ukraine in our time is characterized by a high level of saturation by various educational institutions. Now there are 14 classical and 45 technical universities, 30 academies, 72 institutes and 740 other educational institutions of different levels of accreditation, which are in state ownership. At the same time, 90 higher private educational institutions were created, which were licensed by the Ministry of Education of Ukraine. Except for this, various religious churches and religious organizations reorder 50 religious educational institutions. About 5,000 (...) future clerics and preachers learn about them. More than 4,000 Sunday Schools are organized in religious communities of different denominations, which are visited by almost 60 thousand children of the faithful. Education in Ukraine is based on democratic principles, the requirements of the Constitution and the current legislation. (shrink)

This paper investigates the attitudes of two Islamic and Christian thinkers, Saint Aquinas and Mulla Sadra Shirazi, about occurrence and eternity hypothesis issue. Aquinas faces two ideas. The first approach is eternity of the world based on Aristotle's theory and his followers another approach is the world temporal occurrence derived from Christian scriptures. Aquinas believes that the reasons presented for proving the world's occurrence are not convincing and therefore criticizes them. Although he accepts the universe occurrence he has a worshiping (...) view to it and finally regards the world's eternity and occurrence as an antinomical problem. In contrast, Mulla Sadra who has accepted the occurrence does not consider a starting point for the issue and in turn tries to prove it by Substantial Motion approach and therefore regardless of worship aspect of the issue and by employing a rational approach he gains a higher status than Aquinas. The relevance of the research is the intensity of noise emitted by lorries depends on the regime of the vehicle movement. One of the main negative factors caused by road vehicles is air pollution with exhaust gases. The article presents results for noise caused by lorries and gas usage while the vehicle is accelerating. The subject of the study is 4 lorries, and they also feature fuel recording systems which are less than 5 years old. Research methodology. The level of (...) noise emitted by heavyweight transport vehicles is measured according to Lithuanian standard LST ISO 1996-2:2008 requirements. During the tests the noise levels of L A,eq, L C,eq, L C,peak were measured. The tests were done 5 times each and the results are presented as arithmetical averages. Fuel consumption is registered in vehicle data registration system. The researched vehicles have to comply with environmental safety normative requirements; that the vehicle carbon monoxide, particulate matter, nitrogen oxides, unburned fuel and other hazardous substances contained in the combustion gases must not exceed the prescribed limits. The results of the experimental studies show that EURO6 lorries noise level is the lowest compared to the EURO4 and EURO5. After carrying out the analysis of the caused noise and gas usage, it was found that noise pollution and gas usage are higher without speed control system. The noise caused by lorries can be described in square polynomial which defines the noise inclination change while vehicle is accelerating. Scientific novelty of the research a complex research on noise and fuel consumption of lorries by using and not using speed control system. Research idea and problem is to achieve sustainable transport development objectives, in particular the reduction of greenhouse gas emissions under the Kyoto Protocol. It is very important to find ways to forecast and reduce transport noise pollution, while also reducing overall pollution, as well as mitigating the impact on the global climate., Conclusion – after conducting a lorry noise and fuel consumption analysis, it was determined that not using speed control system increases the noise and fuel consumption and if the system is used both of these factors decrease drastically. In this paper, I will discuss why in some circumstances people express their intentions indirectly: the use of Indirect Speech Acts. Based on Parikh’s games of partial information and Franke’s IBR model, I develop game-theoretic models of ISAs, which are divided into two categories, namely non-conventional ISAs and conventional ISAs. I assume that non-conventional ISAs involve two types of communication situations: communication under certain cooperation and that under uncertain cooperation. I will analyse the cases of ironical request and implicit bribery (...) as typical instances of non-conventional ISAs of each situation type, respectively. I then apply the models to analyse the use of conventional ISAs from an evolutionary perspective, which is inspired by Lewisian convention theory. The models yield the following predictions: the use of non-conventional ISAs under certain cooperation relies on the sympathy between interlocutors, which blocks their evolution towards conventional ISAs; in unc... In Chinese scholarship, Xunzi is often regarded as an eclectic Confucian master who accepted some form of utilitarian thoughts (e.g. Fung Yu-lan, Mou Zongsan and Xu Fuguan). This characteristic was also observed by some western scholars such as Benjamin I. Schwartz. In a recent study, I argued that the basic character of Xunzi’s philosophy is utilitarianism in a broad sense based on an examination on his intellectual criticism and political criticism. Xunzi asserts that humans are innately driven by self-interested desires, (...) and he evaluates all intellectual works and political behaviours by their utility. However, he does not limit utility to only basic animal desires such as food and sex. In Xunzi’s view, humans also have innate emotions; hence, these emotions should also be accounted for in their utility. This is similar to John Stuart Mill’s redefinition of Bentham’s concept of utility. Are Xunzi’s and Mill’s concepts of utility exactly the same? This question has yet to be examined. This article is a comparative study between utilitarianism and Xunzi’s philosophy which especially explores the compatibility of these two philosophies. (shrink)

The article devoted to the analysis of theoretical and conceptual developments of the Russian Social Democrats in the emigrant period. The authors note that the concept of democratic socialism, which began to be formed in 1917, was considerably amended and deepened when the Mensheviks created a new party program developed in 1922-1924. The significance of this program of the RSDLP is practically not evaluated in the science literature. In the analysis of Soviet historiography, the authors of the article outlined the (...) lack of attention to the projects of the Mensheviks in emigration, as the researchers insisted on the collapse of the RSDLP in post-October period. Some of modern researchers are highly skeptical about the intellectual developments of the Russian Social Democrats after the events of October 1917. However, the authors identified a number of innovative elements in the projects of the Mensheviks in this time. The new party program is an original stage in the formation of the concept of post-revolutionary development of Russia. In the course of the inner-party discussion, the differences in assessing the degree of Russia’s readiness for socialist transformation, as well as the Bolshevik experiment with various internal political trends, were sharply denoted. The article analyzes the positions of representatives of the official Mensheviks and the right wing of the party. The authors acknowledge the significant transformation of the political attitudes of the Mensheviks, pointing to some delusional and utopian nature of a number of program theses. (shrink)

In 2001, Le Bars proved that there exists an existential monadic second-order sentence such that the probability that it is true on [Formula: see text] does not converge and conjectured that, for EMSO sentences with two first-order variables, the zero–one law holds. In this paper, we prove that the conjecture fails for [Formula: see text], and give new examples of sentences with fewer variables without convergence.

The study of actions is of major importance in social science regardless of whether the investigator is or isn’t a behaviorist. Actions constitute much if not all of an observational substratum which both prompts explanation and confirms prediction. Actions are of interest both as samples of what an animal can do and as symptoms of underlying structures, either psychic or physical. Doubtless, actions as symptoms of underlying structures are, in the long run, of greater importance in social science than actions (...) as samples of capacities, for to be able to predict an organism’s further performance on the basis of knowledge of capacities is not necessarily to understand the organism. Understanding actions, if it is indeed the desideratum of social science—as I take it to be—involves more, however, than the viewing of actions as symptomatic of underlying structures. Actions are obviously bearers of meaning in and for a given social context, and this meaning is for both the agent and actual or imagined spectators. Spectators can be said to do their viewing both at the time the action takes place and also, in a sense, at later times when recalling or reading reports of a now past action. (shrink)

"My work has had nothing to do with gay liberation," Michel Foucault reportedly told an admirer in 1975. And indeed there is scarcely more than a passing mention of homosexuality in Foucault's scholarly writings. So why has Foucault, who died of AIDS in 1984, become a powerful source of both personal and political inspiration to an entire generation of gay activists? And why have his political philosophy and his personal life recently come under such withering, normalizing scrutiny by commentators as (...) diverse as Camille Paglia, Richard Mohr, Bruce Bawer, Roger Kimball, and biographer James Miller? David M. Halperin's Saint Foucault is an uncompromising and impassioned defense of the late French philosopher and historian as a galvanizing thinker whose career as a theorist and activist will continue to serve as a model for other gay intellectuals, activists, and scholars. A close reading of both Foucault and the increasing attacks on his life and work, it explains why straight liberals so often find in Foucault only counsels of despair on the subject of politics, whereas gay activists look to him not only for intellectual inspiration but also for a compelling example of political resistance. Halperin rescues Foucault from the endless nature-versus-nurture debate over the origins of homosexuality and argues that Foucault's decision to treat sexuality not as a biological or psychological drive but as an effect of discourse, as the product of modern systems of knowledge and power represents a crucial political breakthrough for lesbians and gay men. Halperin explains how Foucault's radical vision of homosexuality as a strategic opportunity for self-transformation anticipated the new anti-assimilationist, anti-essentialist brand of sexual identity politics practiced by contemporary direct-action groups such as ACT UP. Halperin also offers the first synthetic account of Foucault's thinking about gay sex and the future of the lesbian and gay movement, as well as an up-to-the-minute summary of the most recent work in queer theory. "Where there is power, there is resistance," Michel Foucault wrote in The History of Sexuality, Volume I. Erudite, biting, and surprisingly moving, Saint Foucault represents Halperin's own resistance to what he views as the blatant and systematic misrepresentation of a crucial intellectual figure, a misrepresentation he sees as dramatic evidence of the continuing personal, professional, and scholarly vulnerability of all gay activists and intellectuals in the age of AIDS.
